The Social Climate Fund was established by a Regulation of the European Parliament and the Council of the EU to address the social impacts that may be caused by the inclusion of buildings and road transport in the Emissions Trading Scheme (EU ETS2). The Social Climate Fund will therefore support vulnerable households, transport users and micro-enterprises in the period 2026-2032. The Fund will provide support to Member States by financing the measures and investments set out in the so-called Social Climate Plan (SCP).
The Social Climate Plan was to be proposed by each Member State and submitted to the European Commission by 30 June 2025 for review and approval. The preparation of the Social Climate Plan was carried out through consultative and participatory processes. As a first step, an inter-ministerial Social Climate Fund Working Group was established to coordinate the activities for the preparation of the Plan. The members were representatives of the ministries (Ministry of Labour and Social Affairs, Ministry of Transport, Ministry of Industry and Trade and Ministry of Regional Development) dealing with the different areas of support of the Social Climate Fund such as transport, housing, social sector, micro-enterprises.
