Background information

From September 2024, a prohibition on heating with old coal or wood boilers that do not reach at least the third emission class will apply. The Ministry of the Environment has been providing a subsidy for the replacement of these boilers since 2015. Property owners, including municipalities, foundations and other non-profit organizations, can use the subsidy for the replacement of unsuitable boilers from the New Green Savings program from 2021. A modified version of the subsidy is intended for households with lower incomes who own real estate.

The condition for being entitled to a preferential subsidy is that the applicant and all members of his household receive an old-age pension or a disability pension for third degree disability on the date of application, or the applicant received a housing allowance in the period between 1 January 2022 and the date of application.

Content of measure

The subsidy can be used to replace:

• solid fuel boilers not meeting the 3rd, 4th and 5th emission class; • electric heating systems with a heat pump with a selective drive; • gas boilers and heaters older than 20 years for a heat pump in houses that meet the requirements for the energy efficiency of a class A-D building.

It applies to the purchase and installation (including construction work, supplies and services directly related to it) of the following new heat source:

• biomass boilers; • local sources of biomass; • heat pumps; • individually built biomass storage stoves; • connection to the heat supply system; • combined production of electricity and heat - only for apartment buildings.

Standard support within the program is provided in the form of a subsidy for installations carried out from 1 January 2021 in the amount of up to 50% of eligible expenses. In the case of a preferential subsidy for households with lower incomes, support will be provided for installations carried out from 1 January 2021 in the amount of up to 95% of eligible expenses, but it is subject to stricter requirements in terms of environmental results.

Applications for the subsidy could be submitted from October 2021.
