Scheme to support the agricultural sector in light of the impact of the energy crisis

Background information
The primary objective of the Scheme is to support professional farmers and agricultural enterprises in the face of the high production costs resulting from rising prices in the fertilizer and agricultural supplies markets caused by the new geopolitical tensions in the Middle East. The Scheme is implemented as a De Minimis aid, pursuant to the Commission Regulation (EU) No. 1408/2013 of December 18, on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to the De Minimis aid in the agricultural sector.
Content of measure
The beneficiaries of the Scheme are professional farmers and agricultural enterprises (i.e., natural persons, legal entities and cooperatives) registered in the Register of Farmers and Agricultural Holdings in accordance with the Law 26(I)2016, in specific categories as provided in article 5 of the Law, submitting an application between June 1 – June 15, 2026 electronically via the governmental portal. The Scheme is exclusively intended to cover part of the cost of fertilizers (excluding compost and manure) and agricultural supplies, based on purchase invoices, which shall not exceed 15% of the final invoice value covering the period from April 1 to May 31, 2026.
The invoices submitted must be issued by importers or resellers of agricultural supplies or seedling nurseries for seedling and paid in full at the time of application submission.
The maximum amount per beneficiary is €5,000 and the minimum €50. The amount is subjected to the provisions of De Minimis regarding the maximum aid amount to be paid per beneficiary of €50,000 over a three-year period.
Use of measure
The total cost of the Scheme will not exceed €1 million. If the total amount of aid exceeds the maximum amount of €1 million, then a proportional reduction will be applied to the eligible applicants, so the total amount of aid is adjusted to the maximum amount provided.

Involvement
The package of measures was adopted in communication of the government with social partners – employers’ organisations and trade unions – and the pressure that they exerted to the government for support; however, no formal consultation process took place. The government was responsible for the designing of the package of the measures. The Department of Agriculture of the Ministry of Agriculture, Rural Development and Environment is designated as the competent authority for the implementation and monitoring of the Scheme
