The Paper is one of the deliverables of the EU funded project entitled Just4all - ‘Bridging Social Innovation Learning Laboratories in Europe through a Just Transition for All and with All’ (October 2023 – September 2025), which is currently running under the Call ‘Social innovations for a fair green and digital transition’ (ESF-2022-SOC-INNOV) in four EU member states – Cyprus, France, Ireland and Sweden. In overall, the project aims to develop integrated, inclusive and innovative adult learning education models that promote just transition focusing on migrants, women and low-skilled adults.
This National Background Paper explores the efforts and challenges associated with climate change mitigation and just transition in Cyprus with a focus on migrants, women and low skilled adults as well as the role of formal and non-formal education, civil society organisations and cross border collaborations in fostering green transition. It discusses the impacts of climate change in the Island and the national just transition policies. It provides an overview of the climate change, including data on the temperature increases, the sea level rise and decreased precipitation. It explores the social and economic impacts of climate change and underlines the scarcity of data on the impact on vulnerable groups. Additionally, it reports on the global climate pledges and provides the national framework on green transition.
It also looks at formal and non-formal education. It provides information on the formal educational programmes provided by the higher educational institutions as well on initiatives in non-formal education. It also discusses the opportunities that the Ministry of Education provides for educators and trainers as well as the challenges and gaps in regards to the issue. The document also raises the civil societies’ crucial role in mobilising action on environment, sustainability and educational engagement. Finally, it examines the cross-board collaborations and projects implemented between Cyprus and other EU and/or neighbouring countries aiming to promote just transition for the vulnerable groups.

The Paper was prepared by the Cypriot partner of the project, the Center for the Advancement of Research & Development in Educational Technology (CARDET). The development of the content of the paper is based on secondary qualitative and quantitative data including publications, statistical data and policy paper than the contribution of social partners.
