Background information

This completely new measure was introduced on the basis of the Government Regulation No. 103/2020 Coll, section 3, on certain measures in the field of subsidies within the competence of the Ministry of Labor, Social Affairs and Family of the Slovak Republic in the event of an emergency situation, state of emergency or state of emergency declared in connection with COVID-19. The measure was introduced to help persons without any income during the crisis situation.

Content of measure

Eligible are the persons who used to have an income from work or self-employment before 12 March 2020 and stayed without any income during the coronavirus crisis. Not eligible are all recipients of unemployment benefits, retirement pensions, disability pensions, sickness benefits, nursing benefits, parental benefits and material need contributions. Moreover, the applicants cannot receive any other subsidy from the First aid measures.

The subsidy is paid out every month since March 2020 if the beneficiary meets the "no income" requirement. The person receives €105 in March 2020 and €210 in April and later until the individual income situation changes. The Ministry of Labour, Social Affairs and Family publishes the list of beneficiaries with approved subsidies on its website.

Use of measure

By 30 June 2020 there were totaly 11,881 approved subsidies refering to the period between 12 March 2020 and 30 June 2020 according to the lists of beneficiaries published by the Ministry of Labour, Social Affairs and Family.

Involvement

Social partners were not involved in preparation of the measure via usual tripartite consultations and neither in the cross-sector commenting procedure as the measure refers to individual citizens (workers, self-employed, unemployed) who stayed without any income during the crisis situation.
