Through Decree-Law 98-A/2025 of 24 August, the Government establishes a regulatory framework, designed to respond more swiftly and effectively to needs arising from rural fires. The framework can be adapted and applied according to specific requirements.
Regarding economic activities, this Decree-Law creates three support lines and schemes for companies and cooperatives, including the treasury support line.
These measures apply to rural fires of significant size or severity, as defined by the Council of Ministers Resolution 126-A/2025 of 28 August that sets their temporal and territorial scope. All parishes with burnt area resulting from major rural fires between 00:00 on 26 July 2025 and 23:59 on 27 August 2025 were considered, in the regions of Alentejo, Lisbon and Tagus Valley, Centre and North.
The terms and conditions of the support lines and schemes to be granted to companies and cooperatives affected by the wildfires are approved by Ordinance 490-C/2025/2 of 29 August and explained in detail in case [PT-2025-27/4124]

The Treasury Support Line | Fires 2025 is intended to finance treasury needs, or working capital, associated with the relaunch of the activity of micro, small and medium-sized enterprises and cooperatives affected by the large-scale or severe rural 2025 fires (except in the agriculture, forestry and fishing sectors).
The territorially competent Regional Coordination and Development Commission (hereinafter the Coordinating Authority), acting in cooperation with IAPMEI — Agency for Competitiveness and Innovation, I. P., and the Institute of Tourism of Portugal, I. P. (Turismo de Portugal, I. P.) shall be responsible for the management and overall coordination of the implementation of the support measures provided for under the Treasury Support Line.
The financial support shall take the form of a repayable incentive, bearing no remunerative interest. The amount of financial support granted per beneficiary entity shall not exceed 25% of the turnover recorded in the financial year preceding the occurrence of the rural fires, and shall be capped at a maximum amount of € 300,000.
The financial support shall be granted for a term of seven years, commencing on the date of signature by the beneficiary entity of the acceptance agreement, and shall include a capital grace period of 24 months.
Repayment of the financing shall be made in equal installments, payable on a quarterly basis.
