Background information

In order to take over from the discount at the pump for all citizens , which ended on 31 December 2022, the government has introduced a fuel allowance defined in a decree from 2 January 2023. Eligible people can apply for it from 16 January until the end of March 2023 using a form posted on the website.

Content of measure

The fuel allowance is more targeted and concerns people who use their vehicle (car or two-wheeler) to go to work. The €100 fuel allowance concerns the poorest households who need their vehicle (car, two-wheeler, three-wheeler, thermal and/or electric) to get to work. The limit of the fifth decile corresponds to an annual reference tax income per unit of less than €14,700, which corresponds to approximately:

  • €1,314 net/month for a single person
  • €3,285 net/month for a couple with one child
  • €3,285 net/month for a single person with two children
  • €3,941 net/month for a couple with two children
  • €5,255 net/month for a couple with three children

If there are two working people in the household, this is their combined income.

This allowance is paid per person and not per household. Each member of a couple who uses a car to travel to work will receive €100.

Use of measure

According to the government, the allowance will be paid to the 10 million poorest workers. As of 13 February 2023, almost half of the 10 million households eligible for this allowance have not yet applied for it. The Ministry of the Economy has therefore extended the scheme, which is due to end on 28 February, by one month, until 31 March 2023.

According to a report drawn up by the Ministry of the Economy on 1 April 2023, 7.03 million people had applied for this €100 allowance. By comparison, 5.7 million people had claimed it by 12 February 2023.

Before launching this exceptional assistance, the government had indicated that 10 million French people were eligible. But this estimate was highly theoretical. To estimate the number of people potentially eligible, the tax authorities based themselves on the number of people with a reference tax income "less than or equal to €14,700" for 2021. However, in order to receive the benefit, they also had to "use a vehicle for business purposes", whether it was "two, three or four wheels, combustion and/or electric".
