Background information

Since the beginning of the armed conflict in Ukraine tens of thousands refugees entered Slovakia and it was not possible for the state to provide them accommodation in available refugee centres. To ensure/mitigate the accommodation of refugees, the government decided to provide refugee accommodation allowance to any citizen of the Slovak Republic who provides temporary accommodation for a refugee in own residential property. The allowance is provided by the municipality to the person who owns the real estate used for housing in its territorial district and provides the accommodation free of charge. According to the Government Order 99/2022, they will receive a refugee accommodation allowance from the state.

Content of measure

The measure concerns citizens of the Slovak Republic who will provide their residential property for refugees from Ukraine. Following persons and entities that do not provide accommodation on the basis of a trade license are entitled to the accommodation allowance:

• owners of flats and family houses.
• accommodation facilities intended for short-term accommodation, the condition is that they
  are non-business entities;
• municipalities and higher territorial units, if they provide accommodation free of charge directly or through their budgetary or contributory organisation.

The allowance is paid on the basis of a contract for the provision of accommodation to the refugee/resident. The subsistence allowance is provided in the amount of:

• €7 per night of accommodation of the resident, if he or she is a natural person who has reached the age of 15,
• €3.50 per night for the accommodation of a resident if he or she is a natural person under the age of 15.

The contract contains in particular data on the citizen who provides accommodation and data on accommodated refugees (number of nights of accommodation).

The model contract in the Slovak language and in the Ukrainian language is published on the website of the (Ministry of the Interior of the Slovak Republic)[https://minv.sk/] and on the website (ua.gov.sk)[https://ua.gov.sk/].

The contribution will be paid to the entitled person by the municipality - to a bank account or in cash. The payment of funds to the landlord will take place only after the municipality receives these funds from the Ministry of the Interior of the Slovak Republic.

The allowance is provided for accommodation of the resident provided no later than June 30, 2022.

Use of measure

The Statistics on the number and amounts of paid accommodation allowances are not yet available. The Eligible persons were required to submit documents by 7 April 2022.

Involvement

At its last meeting in year 2022, the Economic and Social Council of the Slovak Republic, as an advisory body to the Government of the Slovak Republic, did not discuss any of the measures in relation to the war in Ukraine and the refugees.
