In the context of spreading the pandemic effects, the current ordinance responds to the need to adopt urgent measures to protect children's health and safety, so as to ensure the presence of parents to supervise them during the suspension of classes or closure of schools. The measures are also related to the parents' professional activity and the employers' activity, in the situation when the teaching activity in the educational units, including those of early preschool and preschool education is limited or suspended. This case is up-dated by the case RO-2020-35/1706 .
GEO no. 147 from 27 August 2020 stipulated the conditions under which parents are granted days off while the school activity of their children is suspended. The measure applies for one parent/family (or legal guardian), whose children are below 12 years old, or below 26 years old if they have disabilities, and are enrolled in school. The allowance for each day off is in the amount of 75% of the basic salary corresponding to a working day, but not more than the daily correspondent of 75% of the average gross earnings. Employees in certain categories of enterprises can benefit from days off only with the consent of the employer, while others in certain sectors with continuous activity have more restricted rights in this regard.
Not known, the students' transition to online education depends on the pandemic evolution.

The representatives of the Economic and Social Council, a body with a consultative role regarding the activity of the Government and the Parliament, approved the normative act, proposing at the same time a series of amendments.
Some of the observations made by the representatives of the Economic and Social Council refer to the resolution of existing contradictions in the text regarding the time period when the days off may be granted, or to the categories of personnel exempted from these provisions.
